Bruce,
One way to meet government and community expectations together
would be to have OS workshops for the techos and co-opt the best of
them to present high level papers to the conference.
The spatial at gov committee has talked about when to introduce workshops
to the conference agenda and this would be an excellent initial theme.

We will be having a specific Defence stream at spatial at gov this year and perhaps we could have a stream on the use of open source within government in 2011.
Things to be included could be what is available in OS applications - who has successfully adopted OS, what are the issues, legalities etc.
I am happy to look at working with the OS community to develop a program and if we feel it would be of relevance to government then we can offer to provide the conference platform for this. This would take away the OS community need to work on the infrastructure component of a conference, such as venue, PCO issues, costs, budgets delegate fees and managing all this. OS could concentrate on getting a good theme populated with good presenters.
My only caveat would be it would need to be relevant to senior government people, less to the tech heads....
I am happy to explore this further.

This could also be a good venue for OSM if Ben was interested.
It would be good to expose many decision makers to the power of the OSM approach to Community maintained spatial data.
The approach has potential for the future maintenance of Government data (with Government organisations, private industry and public sharing the maintenance burden).
