[Aust-NZ] QGIS Install issue XPsp2 was NZ Towns

I retried it this am, it installs, but fails to start.

The application failed to initilize properly (oxc0150002)

XPSP2

I tried the fixes suggested in the first 2 google results page for this error, ie installing both MS Visual C Runtime 2005 and 2008, to no avail. Installing the 2008 runtime asks to repair 2005. I also tried 2008SP1. There was also some mention of proj.dll which theres no trace of on my system.

What are the dlls you refer to?
