[OSGeo Oceania] AGM Draft Minutes

Hey Everyone

This is a special call out to those who attended the AGM today.

Thanks to Dionne, we have minutes, and I've gone over them and tidied them
up a little.

If people could make suggestions where appropriate to fill in gaps or add
detail that would be wonderful. I'll aim to make this document a PDF and
sign it, to be accepted at the next AGM, early next week.

Note that we'll share the final minutes and the video of the meeting soon
too.
