generally fit. As the program evolves and/or becomes competitive, it might
become necessary to define more specific/measurable criteria and grade them.

I *think* so... if a commercial org wants to organise an activity that
meets the criteria and benefits the open geospatial community, I'd probably
see it as eligible. Would be interested to see if any instances come up
that feel wrong.
Re: the application form, merging all the questions into 1 section gives it
an intimidating "wall of questions" effect, so I think it's better to keep
it in sections. But please feel free to drop whatever random text into the
required fields to move onto the next page...
