[OSGeo Oceania] Community Consultation: OSGeo Oceania QGIS Special Interest Group

Thanks Andrew and everyone involved in putting this SIG together. Super
exciting to see these SIGs forming.

The board will review the final charter at our next meeting (est. Feb 19th)
and announce our decision on SIG formation shortly thereafter.
