[OSGeo Oceania] Funding request - QGIS SIG

HI All
I like the idea of the kickstarter amount and then after that the
fundraising.
I am all for less bureaucracy.
In regrads to the finance matters side, I'd prefer to rely on others to
manage this side of things.
