[OSGeo Oceania] Funding request - QGIS SIG

A smaller kickstarter could work Andrew.
You just let us know how we can support QGIS financially and we can make
sure the community outreach fund has a section dedicated to QGIS.

If nothing is ready just yet, don't hesitate and you can just let us know
when items such as stickers or food for events come up.
