[OSGeo Oceania] OO board meeting minutes, 5 April

Hi all, the monthly OSGeo Oceania board meeting took place last Friday. The
discussion was largely focused on administrative work (NZ GST, conference
oversight, finance, NZ GST, 2024 elections) but there was also some
discussion about providing support for educational activities in the region.
