[OSGeo Oceania] Shout out!

Hi all, just catching my breath and thinking about 2024...

Many people made wonderful contributions to our community over the year. I
want to give a shout out to two people in particular, Elisa Puccioni and
Emma Hain.

Emma and Elisa both poured their hearts into serving this community,
bringing a spirit of helping others, always listening and caring. They made
big sacrifices and worked incredibly hard to energise our community, with
tremendous results.

They're both true community leaders! I'm in awe of what they achieved this
year, it was a joy to work with them :)

Thanks you two!
