[OpenDroneMap-users] creating gcp list for georeferencing

If I understand the question, you would not want to create the GCP_list.txt
from geotagged images, as the list should be of x,y,z (preferably in a
coordinate system and thus meters or feet) of locations identified within
the image, not of the camera position itself.

That said, embedded xyz in the exif in the image does get used by
OpenDroneMap. There are a lot of tools for that. Among them:
