[OpenLayers-Dev] vector status report - Australian timezone

1. Minor updates to layer/GML.js initialize params, also updated tutorials.
2. Some updates to parser/GML.js so that it can parse GML3 as well as 
GML2 - still not complete. Also refactored the code a little.
3. Anselm has started looking into SLD parsing.
4. Found a couple of bugs and reported here:

In particular, IE is causing a runtime error and vector lines are all 
being draw into one layer - not many.
