The only additional feature I want that I've seen out there is Emanuel's
animated pan/zoom.  Though I doubt that it could make it into 2.4.

As of this evening, the OpenLayers 2.4 release has been cleared of
outstanding bugs:

  http://trac.openlayers.org/wiki/Release/2.4

(As you can see, OpenLayers 2.4 has the largest number of new features
and bug fixes of any version of OL to date.)

Accordingly, we will put out a release candidate for OpenLayers 2.4 some
time in the next 48 hours. Once the RC is published, 2.4 goes on feature
freeze, and any new features will have to wait until version 2.5.
Hopefully, 2.5 will be a maintenance release, and won't take us nearly
as long to get out the door, but be forewarned: If you have *working*
patches for any new features that you really want to see in 2.4, file
tickets marked for release 2.4 and mail the list *ASAP*. Thanks!
