[OpenLayers-Dev] Open Layers Out of Bounds

Hello everyone,

I recently set bounds to my map, to limit users who only need to see
one town from seeing the rest of the world to avoid excess bandwidth
usage. What i noticed was the edges of the bounded map are just white
there is no indication you're of the edge of the allowed map. It still
looks like the map is loading.

I wrote a modification to Image.js which will turn these out of bound
areas in to an image which says out of bounds, I think this would be a
good addition to open layers. It could be very easy for a novice user
to get confused by these white areas and wait for the map to load.

I would be happy to share the URL to the development server I'm
working on, sorry I can't openly share the URL, bandwidth restraints.
