[OpenLayers-Dev] example: ticket which probably doesn't need review

I'm of the opinion that a review here is probably not totally neccesary.
I'm throwing this out there as an example in an attempt to establish
what people feel comfortable with as ground rules for what does/does not
need comprehensive review from a third party.
