[OpenLayers-Dev] grid_initTiles

So hopefully I have used a glove and not something else :)

crschmidt's grid_initTiles example now works here;

and the code is in my sandbox 

The function OpenLayers.Util.onImageLoad was displaying tiles that were
still coming in after a rapid change in zoom (ie mousewheel spin), so
now
there is a check to see what the baseLayer state is at and will only
display
those tiles.

but the fix is not related to #480,  which is what I started to fix, so
back at it I go.
