At this point, all open bugs related to OL 2.3rc1 have been fixed, and
are marked pullup on:

http://trac.openlayers.org/wiki/Release/2.3

If you know of an issue with 2.3rc1 that is not mentioned here, please
bring it up as soon as possible. We're heading towards a 2.3 rc2 release
with this state.
