[OpenLayers-Dev] createLiteral benchs

Hey-

This sounds cool.  If you're doing what I think you're doing, perhaps 
this could be moved to the OpenLayers.String namespace.

The function could have a signature like:

/*{String}*/ OpenLayers.String.format(/*{String}*/ template, 
/*{Object}*/ context);

If that sounds right, see if http://trac.openlayers.org/ticket/1133 does 
what you want it to.
