This is #982. This is a regression against 2.4 -- and I feel like it's
one we've had before, though presumably not in the same way. If anyone
wants to investigate, I think that the right place to look might be:

r3891:
#774 - drag control only calls move callback with a change in pixel
position - DragPan control simplified

Otherwise, I *think* it's got to be somewhere in:
