Are layers the only objects that can make use of strategies?

One thing that I don't quite understand is the Strategy API. The wiki
page says that the four methods update, remove, commit and merge are
all API methods. Will the four of them be actually called from outside
the strategy class? A more detailed description of what these methods
do, when they are called, what objects call them, etc. may be useful;
at least it'd be to me.
