[OpenLayers-Dev] Call for Votes: LoadingPanel addin

No I don't think this was resolved unfortunately, I haven't seen a 
reproducable bug report which makes it hard to track down or debug.

Also, the question in this case is: is the bug in the loadstart/loadend 
events, or in the loading panel itself?
