I can reproduce it in FF2: start drawing the drag-to-zoom-box from
somewhere on the map. Make sure the mouse is over a box when you do a
mouseup: the map will not zoom in.

Furthermore, in this situation: without having your mousedown and
without the shift key pressed, you'll still be able to resize the red
box. OK, now left click somewhere, not over one of the boxes. 

You'll now have a box with a red line and the map doesn't zoom to that
extent. This box will always be visible from now on. Try zooming in and
out!
