The Adobe SVG plugin does not support compound documents. This means
that you can only view the SVG in a seperate .svg file, *not* inline
with the HTML.

In the end, it sounds very much like you are dealing with something that
is completely outside the realm of OpenLayers. IE does not support SVG
in any way that interacts with OpenLayers (because it has to be in a
seperate object), so there is nothing that the OpenLayers mailing list
can do to help you. 

Please look into contacting an SVG mailing list or something similar
instead.
