[OpenLayers-Dev] time-based versus functionality-based release

I am agreed. It was a good experiment and I think we probably all learned a
lot from it. It is clear, though, that the project doesn't have nearly the
resources (or the desire/necessity) required to subscribe to the time-based
releases in the future.
