Devs,

With the support of most of the PSC, I've gone ahead and implemented the
documentation stuff I was talking about.

http://docs.openlayers.org/

Tutorials/Walkthroughs are powered by subdirectories in SVN: each
directory which is inside of http://svn.openlayers.org/trunk/doc/ and
has an 'about.rst' in the directory will be processed.

Links are powered by http://svn.openlayers.org/trunk/doc/links/ -- .rst
has some metadata (title/description), .url has the actual link.  

Site is updated from SVN every 10 minutes.
