[OpenLayers-Dev] Spanish translation

[Oscar Fonts]

The spanish translated strings on ticket #1798 [1], submitted for revision.

Thanks to Miguel Montesinos, the main contributor to this translation.
More on other projects spanish localization at OSGeo wiki [2].

The file is encoded in UTF-8, just as the french translation is. But I found
no documentation that specifies which has to be used, or how to declare
which has been used.
