I'm not currently doing a lot of active work on development; can those who
are working on tickets that they would like in a pre-3.x release
perhaps leave them in 2.10, and anything else can go into the (newly created)
2.11? 2.11 will probably never happen, it's just a holding spot where people
can pull things back to 2.10.

I think a wikipage followed by an IRC meeting is a good plan.

One already exists, though perhaps I should make a '3.notyet' for stuff
that got tossed in there but shouldn't have.

Small? I'm basically figuring we'd need to eat-breathe-sleep OpenLayers to
make much progress :)
