[OpenLayers-Dev] Patch review: Clustering in view (#2614)

Hi guys,

I've submitted a patch that changes Strategy.Cluster to work only on
features in the current view. It might be better to let people optionally
choose one mode over the other, but this is code we currently have running
on our site, and I figure could be the basis for a Strategy.ClusterInView or
something.
