I don't really read enough Chinese to know for sure, but assuming
that you do, I'll take your word for it. (They do seem to have gone
beyond the normal level of effort in order to conceal that it is 
OpenLayers underneath.)

In general, we have thus far done no followup with anyone not following
the terms of the license; is this something that people are worried
about? (I think that they are likely not the only user who is not in
strict compliance with the terms of the license, though they seem to 
be doing it intentionally instead of accidentally.)
