[OpenLayers-Dev] Re: cluster strategy not displaying all features until zoom out/in

As an addendum to the steps above:
1. On initial extent, 5 features are displayed.
2. Pan to where other features are:  they are not displayed, whether they
should be clustered or not
3. Zoom in or out:  now all features -- clustered and non-clustered -- are
correctly displayed
