You're correct.

At the point where we introduced this, we changed all files (to update
the copyright dates) immediately before tagging, so the revision was
always changed on all files as part of releasing.

There was a ticket opened in some release to add changing the 
VERSION_NUMBER as part of the release process; this hasn't been done,
as far as I know, as far as I know, but I may have manually done it
as part of the release process at some points; not sure.
