[OpenLayers-Dev] It is desirable to use Navigation in EditingToolbar?

Hi,

After allowing pan while drawing. I think in "EditingToolbar" will be
interesting to use a empty control instead of Navigation (as
examples/mobile-drawing.html) and have Navigation always active. Or at least
give this option. 

There are also a few examples which mounted a toolbar to draw or navigate, I
think it would also be interesting to work on them.

In 2.11 or 2.12?
