Hi,

The content of "Popup.AnchoredBubble" is not shown using IE8!

Can check using the old examples 
    http://openlayers.org/dev/examples/popupMatrix.html (also fails without
firebug.js) 
or 
    http://openlayers.org/dev/examples/popups.html
