[OpenLayers-Dev] release notes in the repo

I've added a place for our release notes in the repo.  E.g.
https://github.com/openlayers/openlayers/blob/master/notes/2.12.md

For pull requests that change behavior or add new functionality, we
can make changes to the appropriate notes page.

At release time, we can talk about whether it makes sense to duplicate
this on a wiki page.  I'd be in favor of having release notes only in
the repo (not duplicated on a wiki) - I find the GitHub rendering
suitable.  I'd also be in favor of moving existing release note wiki
pages to the notes directory.

If others oppose this change, please say so, and we can go back to the
wiki-only way.
