[OpenLayers-Dev] Proposal for a new control: FeaturePopups

Hi,

Show popups of vector feature requires some work.

The proposed control tries to make easier use popups associated with vector
layers even if: layers has different structures of the attributes, show
select and hover popups, use clustered features or selection box.

I think the proposal is sufficiently robust to present here although there
is work to do: tests more documentation or more improvements. But before
continuing worked on this proposal would like to know if people are
interested in this control, and especially whether the OpenLayers Team is
interested in including this work in the product.

So, I would appreciate any feedback.
