[OpenLayers-Dev] github service hooks

Hi

It seems that we don't have any service hooks for our OpenLayers
Github repository. Would it make sense to add an "email" service hook,
to get notification emails on openlayers-commits at lists.osgeo.org when
commits are pushed to the OpenLayers github repository? An IRC service
hook could also be useful.
