[OpenLayers-Dev] tiled vector layer

Hi,

thank you! I like the idea of having vector data organized in tiles,
so your contribution is definitely appreciated. If you want somebody
to review the code, it would be good if you could create a pull
request on http://github.com/openlayers/openlayers

Having said that, I didn't look at your code, so as of now I cannot
answer your question about whether tis approach makes sense or not.
