[OpenLayers-Dev] 2.12 RC4?

Hello

Without any push back I'll merge jorix's patch for the “displaced vector
layer” issue in Chrome 18+, and release 2.12-rc4 tonight.

I've meant to have more people test jorix's patch before merging it into
2.12 and master. But releasing rc4 may be the best way to give the patch
some real exposure.
