I can confirm this. Using XHTML Transitional on FireFox, if the page is
scrolled down then clicks on the PanZoomBar are offset by the amount the
page is scrolled down. In most cases, this means that the map will ping to
the maximum zoom when you click anywhere on the zoom bar.

The patch works for me.
