 I tried to port this to OpenLayers 2.10 Revision: 10721 (VML) with some
 success for Internet Explorer (8.0.6001.18702) but it fails to work with
 Firefox (3.6.6) on Windows XP Pro.

 The feature to color the background of labels thus: labelBackgroundColor:
 "#FFFFC0". is extremely useful and I would say that it's a bit of a hole
 not having that available.

 I am using an OpenLayers WFS layer (Mapserver WFS) to add a
 externalGraphic with a label below and the label is quite illegible
 without a background.

 Is there a reason why this patch wasn't included in versions since 2.8
 e.g. did it require some additional work?

 Would it be possible for someone to take this onboard and create a full
 patch for 2.10 for full release in 2.11 and can someone with the
 appropriate skills take ownership please?

 I am not in a position (skill gap) to complete the required work.
