 I can replicate this without a vector layer; just the base layer. I used
 the ve-novibrate.html example and commented out the marker layer stuff.
 Essentially, it was just a Virtual Earth map. Same problem occurred. After
 panning up too far, the openlayers zoom/pan control seemed to "de-couple"
 from the image of the map.
