 Disregard the proposal of using the patch in #813. I realized #2111 is a
 good fix that I wanted in a other use case that I had a while back. Plus
 #2111 makes a lot of sense :)

 We need a way to setVisibility() without calling redraw() on the layer I
 think. Or OpenLayers.Layer#redraw needs to be a bit smarter and realize
 that running again won't change anything.

 I will try and dig deeper and get back with a patch hopefully.
