 In various browsers (tested with FF3.6, Safari, Android X86) the sizes of
 the popups are similar but using IE (tested with IE8 and IE9) notable
 differences exist.

 This regression is from 2.11 RC1

 It can be seen easily using the
 http://openlayers.org/dev/examples/popupMatrix.html example, but using
 other examples there are also different sizes of popup for IE.
