Comment(by adube):

 In the Control.DrawFeature, the state of the feature is set to INSERT
 before it's added to the layer, so there isn't a way to trigger the Layer
 'featurestatechanged' event from there.  Should it be called on
 "featureadded" when a feature has a state != null ?
