 Util.js is a big file. It includes both functions that are called from
 lots of files, and functions that are called from few files.

 This ticket suggests including in Util.js the core functions that are used
 throughout the library, and moving the other functions to separate,
 specific files.

 The attached usage_util_functions.txt file lists the Util function, and
 for each provides the files where this function is used.
