 This ticket suggests changing the library to make it possible to display
 tiled layers at resolutions that aren't supported by their tiling
 services.

 This works by requesting tiles at higher resolutions and stretching the
 layer div as appropriate.

 With this change {{{fractionalZoom:true}}} will work for single tile
 layers as well as for tiled layers.
