 Patch comes with numerous tests, and an example demonstrating the
 functionality. This example is live here:
 http://dev.openlayers.org/sandbox/camptocamp/clientzoom/examples/clientzoom.html.

 All tests pass in FF7, IE8, and Chromium12.

 Please review.

 Note: this patch includes Andreas' patch for #3061 (Investigate, and if
 possible implement more efficient tile positioning), so this ticket
 supersedes #3061.
