 I can also reproduce this issue somewhat consistently (unfortunately it is
 in a non-public dev site).  This seems to happen when calling
 zoomToExtent() with a new set of bounds, then resizing the container and
 calling updateSize(), all in close succession.  This behavior does not
 occur with Bing Road as the selected base layer.
