This issue is also present in OpenLayers 2.2, 2.1, and 2.0. I would say that 
given the differences, we are probably dealing with subpixel rounding 
issues: it looks like your difference is about 6 units / 650 units, which
(depending on your map size) seems likely to be a difference of about
1px.

Since this existed in 2.2, I don't think it should be considered a
blocker for 2.3, but should be opened as a ticket against 2.4.  

I agree that this behavior is odd, but it seems unlikely to be a blocker
for use of the API, if it hasn't come up until now :)
