If your overview map extent is not bigger than the max extent, I think the
extent rectangle is just dropped at the border.  When the rect gets thrown
back, I think it is because you are beyond the max extent.  There still
could be some funkiness here though.

I'll address both of these issues with an overhaul in 2.4.
