Frederic, this seems to be an error with the url-encoding/decoding. I did not
re-check if the svn-version creates a different url-string, but I remember this
from my own tests.

URL's I copied from my firebug output rendered a correct image, so I assume it
was indeed a broken OpenLayers-2.3 Mapserver.js which was responsible for my
problems.
